HGC guidelines
The Hellenic Gaming Commission (HGC) issues Guidelines to promote the consistent interpretation, application, and implementation of the legal and regulatory framework governing the gambling market.
The Guidelines provide explanatory and interpretative guidance, clarifications, and practical instructions to supervised entities, supporting the uniform application of regulatory requirements and strengthening legal certainty within the sector.
The Guidelines do not introduce new regulatory obligations. Rather, they facilitate compliance with the existing legislative and regulatory framework, taking into account market developments, technological advancements, and the operational needs of supervised entities.
By clarifying obligations arising from applicable legislation, the Gaming Regulation, and decisions of the HGC, the Guidelines contribute to:
• The consistent and uniform compliance of supervised entities.
• The effective implementation of regulatory requirements.
• The enhancement of supervisory effectiveness.
• Greater transparency, predictability, and legal certainty in the gambling market.
In addition, the Guidelines serve as an important communication tool between the HGC and market participants, fostering a common understanding of regulatory expectations and supporting the proper application of the regulatory framework.
