Given the financial situation, the HGC, guided by its main principle to make the best use of existing human resources, is currently reinforcing its staff with seconded personnel from public and broader public sector services and bodies.

In this context, the HGC issues and publishes calls for expressions of interest for secondments of employees, evaluates the candidates’ formal and substantive qualifications, makes recommendations to the Minister of Finance regarding the selection of employees for secondment and, subsequently, the decisions on secondments to the HGC are issued by the Minister of Finance.

With staff rates of at least tertiary education and of secondary and compulsory education being 75% and 25% respectively, the HGC is currently staffed with experienced and specialized human resources who are distinguished for their dedication, creativity and team spirit, and share the vision and mission of the Authority.

In addition, the Authority is entitled to reassign or transfer personnel from other services and bodies of the public and broader public sector and, if required, the HGC can recruit in accordance with the applicable provisions.

Education and Training of the HGC Staff

The Hellenic Gaming Commission (HGC) places particular emphasis on the education and continuous training of its staff. The education and training policy implemented is part of the Authority’s broader strategic planning and is in line with its principles and vision. Its purpose is to ensure the effective and efficient exercise of the HGC responsibilities, for the benefit of the public interest and the protection of society as a whole.

The Authority’s staff participates in educational and training programs that cover key areas of responsibility, such as the regulatory and institutional framework of the regulated gambling market, supervision and control, prevention of money laundering, information security, digital governance, as well as the improvement of organizational functioning.

Particular emphasis is placed on participation in certified educational programs and actions of international standards, as well as on collaboration with recognized public and private educational institutions, in Greece and abroad. At the same time, targeted internal training is implemented, which is adapted to the specific needs and scope of the Authority’s service units.

The HGC also focuses on the international networking of its staff, ensuring that they have the necessary knowledge and skills to respond to the complex regulatory and supervisory environment of gambling. The Authority’s training policy is constantly developed and updated, taking into account the increased demands of the regulated market, the constantly evolving technological environment, as well as international best practices.

Professional Certifications

The Hellenic Gaming Commission (HGC) attaches particular importance to obtaining and maintaining certifications, both at the level of systems – digital and organizational – and of human resources. The HGC certification policy is supplementary to its education and training actions, which are acknowledged as a critical factor for improving the quality of the services provided, for the benefit of the public interest and the protection of society as a whole.

Within the framework of its strategic planning, the Authority is oriented towards the adoption and implementation of internationally recognized ISO standards, such as ISO 9001 for quality assurance and continuous improvement of administrative processes, ISO 27001 for strengthening information security and protecting critical data, as well as ISO 37001 for ensuring integrity and preventing bribery. These standards are complementary to the Authority’s implemented policies, contributing to the development of a modern administrative model, based on risk management and continuous improvement.

At the same time, the HGC continuously invests in the certification of its staff in specialized fields of knowledge that are directly related to its responsibilities, indicatively, certifications of internal ISO system inspectors and international professional certifications, such as CISA, with the aim of strengthening its capabilities to control complex information systems and technological infrastructures. In the same context, the systematic use of international technical standards for the certification of gaming systems, such as the GLI standards, enhances the Authority ‘s technical competence and supports the effective exercise of its supervisory and regulatory role in the field of online and technologically complex games.
