In order to consolidate its international presence and strengthen its expertise in matters within its competence, the HGC has developed a series of contacts with foreign bodies, either by participating as a member in networks representing regulatory authorities at European and international level, or by participating in project groups of the European Commission, or even by entering into direct cooperation with counterpart regulatory authorities.
Participation in networks representing regulatory authorities
Gaming Regulators European Forum (GREF): this is a non-statutory forum of the regulatory authorities of the member states of the European Union.- International Association of Gaming Regulators (IAGR): it consists of representatives of gaming regulatory authorities on an international level.
The purpose of both networks is to promote effective gambling regulation, to exchange views, experiences and know-how, to promote cooperation between gambling regulatory authorities, which constitute the central point of contact and main source of information for government bodies and representatives of the international gambling industry.
Cooperation with the European Commission and with counterpart regulatory authorities
The HGC, as the competent regulatory authority, represents the country in the Expert Group on Online Gambling established by the European Commission. The duration of the group’s work was set by the European Commission’s decision C(2012)8795 at a period of three years, which was extended by its decision C(2015)8643 for another three years, i.e. until 31 December 2018.
The task of the Expert Group is to develop dialogue on the formation of a common European framework regarding the basic principles and standards that should govern the provision of online gambling services (Towards a comprehensive European framework for online gambling).
In November 2015, an Administrative Cooperation Agreement was signed between the Regulatory Authorities of the most member states of the European Economic Area (EEA). On the Greek side, the agreement was signed by the President of the HGC.
The agreement mainly covers the areas of exchange of information related to gambling providers, gamblers protection, gaming integrity, reducing unnecessary administrative procedures and implementing good practices.
In addition to the above agreement, the HGC has already developed cooperation with counterpart regulatory authorities abroad, exchanging visits, working meetings and correspondence with the aim of exchanging views on issues of common interest.
