The Gaming Market

Gambling activities conducted within the Greek territory are classified into two main categories, based on the distribution network or channel:
A. games conducted through land-based (on-site) channels, which are governed by exclusivity rights granted by the State, and
B. games conducted online (remote gambling), which operate
under a free competition framework.

Website Legitimacy check

Verify whether a gambling website is included in the HGC’s List of Unlicensed Gambling Providers (Blacklist).

List of unlicensed providers (Blacklist)

The List of Unlicensed Gambling Providers (Blacklist) includes domain names and websites through which gambling services are offered without the required license in Greece. Where available, it may also identify the associated legal entities, legal representatives, directors, partners, shareholders, and members of the board of directors.

Entities and individuals included in the Blacklist are prohibited from obtaining a gambling licence in Greece or participating, directly or indirectly, in any licensed gambling service provider operating in the Greek market.

Responsible Gaming

Responsible Gaming is a fundamental principle for the lawful and socially responsible conduct of gambling activities. Its objective is to prevent and mitigate the negative consequences that may arise from excessive or uninformed participation, such as addiction, financial burden, and social or psychological effects. Through a comprehensive framework of rules, protection mechanisms, and awareness actions, a safe and reliable gaming environment is ensured, in which participation remains controlled, responsible, and purely recreational, with particular attention given to the protection of minors and vulnerable groups.
