Participation Limits and Gambling Risk Assessment
Licensees are required to implement the prescribed Responsible Gaming measures to safeguard players and the wider community from the harmful effects of excessive participation in gambling activities, particularly the risk of developing gambling-related addictive behaviour.
Compliance with these principles is a fundamental requirement for ensuring a safe, regulated, and trustworthy gaming environment.
1. Participation and Financial Control Limits
License holders must provide players with tools that enable them to manage and control their gambling participation through the establishment of clear and predefined limits. These measures help ensure that gambling activity remains at a controlled and responsible level.
Such limits include, in particular:
- deposit limits on a daily, weekly, and monthly basis;
- loss limits over a specified period of time;
- restrictions on the duration and frequency of participation.
These tools are designed to promote informed and responsible decision-making by players and form part of the broader regulatory framework aimed at reducing the adverse effects associated with excessive gambling.
2.Self-Control and Self-Exclusion Mechanisms
Within the framework of player protection, license holders are required to provide mechanisms that enable players to self-regulate their gambling behavior.
These mechanisms include, in particular:
- the option to temporarily or permanently refrain from participating in gambling activities (self-exclusion),
- tools that allow players to monitor and stay informed about their gambling activity,
- reminders and time-management functions that help players control the duration of their participation.
These measures constitute essential tools for preventing and limiting excessive gambling and form an integral part of the player protection initiatives promoted by the Hellenic Gaming Commission (HGC).
3. Gambling Risk Assessment and Monitoring
License holders are required to cooperate with the regulatory framework established by the Hellenic Gaming Commission (HGC) for the understanding, prevention, and mitigation of gambling addiction.
Within this framework:
- data and indicators related to gambling behavior are utilized,
- patterns associated with problematic gambling are identified,
- measures for prevention and early intervention are supported and promoted.
This approach is aligned with the HGC’s broader initiatives to assess the extent of gambling addiction, study gambling behavior, and develop appropriate player protection policies through research, monitoring activities, and analytical tools.
4. Participation in the Prevention and Protection System
License holders are an integral part of the overall problem gambling prevention system, which is based on cooperation between the gambling industry, society, and regulatory authorities.
Within this framework, they are required to:
- implement the principles of Responsible Gambling in their organisation and operations;
- contribute to the education and awareness of players;
- comply with the regulatory guidelines and decisions issued by the Hellenic Gaming Commission (HGC).
This collective approach aims to create a lawful, safe, and trustworthy gambling environment in which participation remains recreational, controlled, and socially responsible.
