The Hellenic Gaming Commission (HGC), in application of the provisions of article 192 of Law 4635/2019 is the independent administrative authority competent for regulating, supervising and inspecting the online gambling market, carrying out tasks relating to the collection, aggregation, maintenance, storage, processing, analysis and exploitation of data transmitted by the information systems and gaming means and materials of online gambling service providers.
This data includes information related to gambler identification data, gambling activity data, financial and transactional information, functional gaming data, as well as any other data required for the effective exercise of the Authority’s regulatory, supervisory and audit tasks, in accordance with the applicable institutional and regulatory framework.
The project under implementation entitled ”HGC Digital Transformation Program 2021-2027” relates to the design, development, procurement, installation and commissioning of an integrated infrastructure for the collection, management and exploitation of large-scale data, with the aim of strengthening the operational capacity of HGC and the establishment of a unified and reliable mechanism for supervising the gambling market at a national level.

Furthermore, the scope of the Act includes the provision of technical, functional and operational support services through a Service Quality Level Assurance Contract (SDEPL), with a duration of one (1) year from the completion and productive operation of the system, with the aim of ensuring the proper operation, transfer of know-how and the gradual operational autonomy of the Authority.

- The upgrade, expansion and reinforcement of the existing computing and storage infrastructure of the HGC computing center, in order to ensure the smooth operation of the systems, the secure management of increased data volumes and compliance with the requirements for long-term data retention for a period of at least ten (10) years.
- • The development of a central storage infrastructure and unified data management (Data Warehouse), through which the automated collection, integration, normalization, transformation and organized storage of data received from License Holders will be implemented.
- • The development of an integrated Business Intelligence & Reporting System, which will support the production of operational, regulatory and statistical reports, as well as advanced analytical tools to support administrative and supervisory decision-making.
- • The installation of integrated backup, business continuity and disaster recovery mechanisms (Backup and Disaster Recovery), with the aim of ensuring the integrity, availability and resilience of the Authority’s information systems.
- • The overall architecture of the solution will be based on the principles of open standards, interoperability and scalability, so as to enable the gradual integration of additional License Holders as well as future interconnection with other gaming channels, such as land-based casinos, VLTs networks and horse racing betting activities, within the framework of unified market supervision.

- gradually reducing the Authority’s operational dependence on external contractors for the maintenance and future expansion of the information infrastructure.
