Digital Transformation Programme 2021-2027

Overview

The Hellenic Gaming Commission (HGC), in accordance with Article 192 of Law 4635/2019, is the independent administrative authority responsible for regulating, supervising, and overseeing the online gambling market in Greece.
To effectively fulfil its regulatory mission, the HGC collects, stores, processes, analyses, and utilizes data generated through the information systems and gaming platforms of licensed online gambling operators. This includes player identification data, gaming activity records, financial and transactional information, operational gaming data, and other information necessary for the exercise of the Authority’s supervisory, regulatory, and enforcement responsibilities.
To support these functions and respond to the evolving needs of the market, the HGC is implementing the Digital Transformation Programme 2021-2027, a major strategic initiative designed to modernize the Authority’s technological infrastructure and strengthen its data-driven regulatory capabilities.


Programme Objective
The programme aims to establish an integrated ecosystem for the collection, management, analysis, and utilization of large-scale gaming market data. By creating a unified and reliable supervision framework, the HGC will enhance its operational effectiveness, improve regulatory oversight, and support informed decision-making across the gaming sector.

Key Components

Digital Infrastructure upgrading
The programme includes the upgrade and expansion of the HGC’s computing and storage infrastructure to support increasing data volumes, ensure operational resilience, and meet long-term data retention requirements of at least ten years.
Centralised Data Management Platform
A modern Data Warehouse will be developed to enable the automated collection, integration, standardisation, transformation, and secure storage of data received from licensed operators. This will provide a single, trusted source of information across the Authority.
Business Intelligence and Analytics
An integrated Business Intelligence and Reporting System will be implemented to support the generation of regulatory, operational, and statistical reports, while enabling advanced analytics and evidence-based decision-making.
Business Continuity and Resilience
The programme includes comprehensive backup, disaster recovery, and business continuity mechanisms to ensure the security, availability, and integrity of critical information systems and data.


Scalability and Interoperability
The solution is being designed according to the principles of interoperability, open standards, and scalability. This approach will facilitate the integration of additional operators and support future connectivity with other regulated gaming activities, including land-based casinos, VLT networks, and horse-race betting, contributing to a unified market supervision framework.


Operational Support
To ensure a smooth transition and long-term sustainability, the programme also includes the provision of technical, functional, and operational support services for one year following the system’s deployment and productive operation. This support will facilitate knowledge transfer, enhance organisational capabilities, and strengthen the Authority’s operational autonomy.
