The Hellenic Gaming Commission (HGC) grants licences for the provision of online gambling services to players in Greece (B2C Online) in accordance with the applicable legal and regulatory framework, including Law 4002/2011 (Government Gazette A’ 180), and Ministerial Decision 79835 ΕΞ 2020 (Government Gazette B’ 3265).
Two distinct categories of B2C Online licences may be granted:
- Type 1 Licence: Online Betting
- Type 2 Licence: Other Online Games, including casino games, live casino games, and poker
The operation of licensed online gambling services is further regulated through HGC regulatory instruments, including the Regulation on the Conduct and Control of Gaming, as well as the specific terms and conditions governing the granting, renewal, and maintenance of these licences.
Holders of B2C Online licences are required to comply with all applicable legal, regulatory, technical, and operational requirements, including measures relating to player protection, responsible gambling, anti-money laundering controls, and the integrity and security of gaming systems.
Possession of the relevant HGC licence is a mandatory prerequisite for the lawful provision of online gambling services to players in Greece. Any operator offering online gambling services without the required licence is considered unauthorised and may be subject to the enforcement measures provided for under the applicable legal framework.
