Horizontal Application Regulations

The Horizontal Application Regulations compile the set of the HGC regulatory acts that apply to all supervised persons, regardless of the type of games of chance that they organize or conduct.
These Regulations establish uniform rules, obligations and compliance procedures that ensure the uniform application of the regulatory framework, the smooth functioning of the gambling market, the protection of gamblers and society as a whole, as well as the effective exercise of the HGC’s supervision in areas critical to the conduct of gambling.
The Horizontal Application Regulations are supplementary to the specific regulations governing each category of gambling and constitute a common regulatory compliance framework for all supervised entities.
