The Strategic Plan 2026-2030 was approved by HGC Decision 36/1/11.12.2025 and establishes the Hellenic Gaming Commission’s strategic priorities and objectives for the five-year period. The Plan provides a structured framework for the development of the Authority and supports the effective fulfilment of its regulatory, supervisory, and social mission.
The Strategic Plan is organised around seven Strategic Axes, each reflecting a key area of activity and development for the HGC.
Six of these axes focus on the Authority’s core regulatory and operational responsibilities:
- Enhancing the protection of players and vulnerable groups, with particular emphasis on the protection of minors.
- Strengthening supervisory and enforcement activities
- Combating illegal gambling and safeguarding the public interest
- Supporting investment, innovation.
- Strengthening the regulatory compliance framework and promoting high standards of governance and integrity.
- Enhancing international cooperation and partnerships with regulatory authorities, international organisations, and other stakeholders.
The seventh Strategic Axis focuses on the administrative transformation of the HGC, aiming to enhance the Authority’s effectiveness, efficiency, and institutional capacity through:
- Organisational modernisation and continuous improvement.
- Strengthening human resources and professional development.
