Supervisory and Inspection Bodies

Body of Gaming Inspectors

Pursuant to Article 23A of Law 4141/2013, the HGC maintains a Body of Gaming Inspectors, staffed by personnel serving in or seconded to the Authority from public sector entities.

Members of the Body of Gaming Inspectors are bound by the HGC’s rules of conduct and are subject to the obligation to submit asset declaration statements in accordance with Law 3213/2003.

The Instruments of monitoring and control responsible for overseeing the organization, conduct, and operation of gaming activities are the Inspection Teams, which may consist exclusively of members of the Body of Gaming Inspectors or, where required, of inspectors and personnel from other public authorities and services, in accordance with the applicable legal framework.

Issues relating to the certification, organization, operation, and functioning of the Body of Gaming Inspectors and the Inspection teams, as well as procedures for establishing violations and conducting inspections, are governed by the Gaming Regulation issued pursuant to Article 29(3) of Law 4002/2011.

Three-Member Control Commission

The Three-Member Control Commission is a special supervisory body established by decision of the HGC with a three-year term of office.

The Commission comprises one member of the HGC and two additional members selected in accordance with the qualifications, conditions, and procedures set out in the applicable Gaming Regulation. The Commission attends meetings of the Board of Directors of OPAP S.A. and monitors compliance by OPAP S.A., its agents, and the concessionaires referred to in Article 39 with the applicable legislation and their contractual obligations towards the Greek State.

The Commission may recommend measures to safeguard the public interest. Where such recommendations are not implemented, or where instances of non-compliance are identified, the Commission informs the HGC and provides all relevant information and supporting evidence.

The Commission submits regular supervisory reports to the HGC twice annually, covering the preceding six-month period. Where necessary, extraordinary reports may also be submitted.

Other Supervisory Bodies

In accordance with the applicable legislation, the HGC may assign specific audit and inspection tasks to certified domestic or foreign public or private entities.

Information and findings collected by such bodies during inspections may constitute evidence for the establishment or non-establishment of regulatory violations. Technical and operational matters relating to their engagement are regulated by decisions of the HGC.
