Horizontal Regulations

The Horizontal Regulations comprise the regulatory acts issued by the Hellenic Gaming Commission (HGC) that apply to all supervised entities, irrespective of the type of gambling activities they organize, operate, or conduct.
These Regulations establish common rules, obligations, compliance requirements, and supervisory procedures, ensuring the consistent application of the regulatory framework across the gambling sector. They support the orderly operation of the gambling market, the protection of players and society, and the effective exercise of the HGC’s supervisory and enforcement powers in matters of general relevance to all gambling activities.
The Horizontal Regulations operate alongside the sector-specific regulations governing individual categories of gambling and provide a common compliance framework for all licensed operators and other supervised persons.
Together, they promote regulatory consistency, legal certainty, transparency, integrity, and responsible conduct throughout the gambling market.
