The gaming market in Greece is organized into two main categories based on the distribution channel through which gaming activities are offered:
- Land-Based Gaming
Land-based gaming which is conducted through licensed physical premises and is subject to exclusive rights granted by the Hellenic State to specific operators under the applicable legal and regulatory framework. This category includes casinos, lotteries, horse-race betting, and gaming machine operations.
- Remote (Online) Gaming
- Online gaming (remote gaming) which is conducted through licensed websites and platforms and operates under a licensing regime based on the principles of regulated competition
- Licensed Gaming Operators in Greece
The following entities are currently authorized to offer gaming services in Greece:
- OPAP S.A. (Organisation of Football Prognostics S.A.)
- Eight (8) licensed casino operators 1
- Hellenic Lotteries S.A.
- Horse Racing S.A.

1 The license of Rio Casino was revoked pursuant to HGC Decision No. 37/1/21.09.2023, while the operation of Aegean Casino (Syros Casino) was suspended due to renovation works pursuant to HGC Decisions No. 29/2/13.07.2023 and No. 11/1/21.03.2024. As a result, neither casino operated during 2025.
Games are generally classified into two categories: technical-amusement games and games of chance.
Games of Chance
Games of chance are games whose outcome depends, at least partly, on luck and that offer the possibility of a financial benefit to the player. For a game to be classified as a game of chance, all of the following criteria must be met:
- Chance influences the outcome of the game, even if only partially.
- A wager or bet is involved, meaning that the player assumes the risk of staking money or another asset, regardless of its value, in the expectation of obtaining a financial gain, either directly or indirectly.
The concept of wagering also includes participation in a game of chance provided free of charge (for example, through bonuses or free bets) when such participation is linked to the staking of money or another asset either before or after the free play.
Games of chance are based on probability, and luck plays a decisive role in determining the outcome. Randomness may be generated through a Random Number Generator (RNG), mechanical devices, or physical draws.
Common examples of games of chance include:
- Lotteries
- Number lotteries
- Betting
- Casino games such as roulette, poker, and blackjack
Technical-Amusement Games
Technical-amusement games are games whose outcome depends exclusively, or predominantly, on the player’s skill, knowledge, mental ability, or dexterity. These games are offered solely for entertainment purposes and do not involve gambling activities.
To qualify as a technical-amusement game:
- No bets or wagers may be placed on the outcome.
- No financial reward, prize of monetary value, or other economic benefit may be awarded to the player.
- The game must not contain any mechanism for calculating, recording, or allocating financial gains to players.
Based on the manner in which they are provided to players, games can also be classified into two broad categories:
Land-based games are games that require the physical presence of the player at a specific venue,.
Remote games are games offered without the player’s physical presence through the internet, telecommunications networks, or other electronic communication and broadcasting systems.
