Responsibilities

The Hellenic Gaming Commission (HGC) is entrusted with a broad range of regulatory, supervisory, licensing, and enforcement responsibilities aimed at ensuring the proper functioning of the gambling market, protecting players, and safeguarding the public interest. Its principal responsibilities include:
  • Regulating the gambling market through recommendations to the Minister of National Economy and Finance and the issuance of regulatory acts, decisions.
  • Supervising and monitoring of gaming activities to ensure their legality, transparency, fairness, and integrity.
  • Licensing gambling operators and activities and maintaining the relevant registers and records.
  • Monitoring the collection and performance of public revenues generated by the gambling sector.
  • Protecting players and society, with particular emphasis on minors, vulnerable persons.
  • Promoting responsible gambling through the implementation of player protection measures, including betting and spending limits, self-exclusion mechanisms, and public awareness initiatives.
  • Combating illegal gambling through inspections, investigations, administrative sanctions, and cooperation with national and international authorities.
  • Monitoring compliance with the regulatory framework, licensing conditions.
  • Overseeing gambling-related commercial communications to ensure compliance with the principles of responsible gambling and the applicable advertising rules.
  • Contributing to the prevention of money laundering and terrorist financing (AML/CFT) within the gaming sector, in accordance with the applicable legal framework.
  • Issuing guidance, instructions, and interpretative materials to support the consistent implementation and application of gambling legislation and regulations.
  • Supervising all forms of licensed gambling, including land based and online gaming including, casinos, OPAP other authorised gaming providers.
  • Leveraging technology, innovation, and data analytics to strengthen regulatory oversight, and enhance the effectiveness of supervisory and enforcement activities.
