HGC draws up and publishes annual balance sheets that have been audited by a statutory auditor. It also prepares a timely annual budget, which is submitted to the Minister of Finance and annexed to the general budget of the State.

In case of a deficit of the budget of the HGC, a decision is made by the Minister of Finance on revenue and credits, which are included in the regular budget. If a surplus occurs, this is attributed to the State, in whole or in part, by decision of the Minister of Finance.

In the framework of the Principles that the HGC has committed to and in conjunction to the Rules adopted and implemented, regarding the use “of existing resources”, “of the necessary resources” and “of the minimum cost”, budgets for both years 2014 and 2015, are in surplus.
