This category includes casinos, lotteries, horse-race betting, and gaming machine operations.<\/p>\n<ol>\n<li><strong> Remote (Online) Gaming<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<ul>\n<li>Online gaming (remote gaming) which is conducted through licensed websites and platforms and operates under a licensing regime based on the principles of regulated competition<\/li>\n<li><strong>Licensed Gaming Operators in Greece<\/strong><\/li>\n<\/ul>\n<p>The following entities are currently authorized to offer gaming services in Greece:<\/p>\n<ul>\n<li><strong>OPAP S.A.<\/strong> (Organisation of Football Prognostics S.A.)<\/li>\n<li><strong>Eight (8) licensed casino operators<\/strong>\u00a0<sup>1<\/sup><\/li>\n<li><strong>Hellenic Lotteries S.A.<\/strong><\/li>\n<li><strong>Horse Racing S.A.<\/strong><\/li>\n<li><strong>Eighteen (18) licensed online gaming operators<\/strong> holding Type 1 (Betting) and\/or Type 2 (Online Casino RNG, Live Casino and Poker) licenses.A complete and up-to-date list of licensed online gaming operators can be viewed <strong>here<\/strong>.<\/li>\n<\/ul>\n<p><sup>1 <\/sup>The license of Rio Casino was revoked pursuant to HGC Decision No. 37\/1\/21.09.2023, while the operation of Aegean Casino (Syros Casino) was suspended due to renovation works pursuant to HGC Decisions No. 29\/2\/13.07.2023 and No. 11\/1\/21.03.2024. For a game to be classified as a <strong>game of chance<\/strong>, all of the following criteria must be met:<\/p>\n<ol>\n<li><strong>Chance influences the outcome<\/strong> of the game, even if only partially.<\/li>\n<li><strong>A wager or bet is involved<\/strong>, meaning that the player assumes the risk of staking money or another asset, regardless of its value, in the expectation of obtaining a financial gain, either directly or indirectly.<\/li>\n<\/ol>\n<p>The concept of wagering also includes participation in a game of chance provided free of charge (for example, through bonuses or free bets) when such participation is linked to the staking of money or another asset either before or after the free play.<\/p>\n<p>Games of chance are based on probability, and luck plays a decisive role in determining the outcome. Randomness may be generated through a <strong>Random Number Generator (RNG)<\/strong>, mechanical devices, or physical draws.<\/p>\n<p>Common examples of games of chance include:<\/p>\n<ul>\n<li>Lotteries<\/li>\n<li>Number lotteries<\/li>\n<li>Betting<\/li>\n<li>Casino games such as roulette, poker, and blackjack<\/li>\n<\/ul>\n<p><strong>Technical-Amusement Games<\/strong><\/p>\n<p>Technical-amusement games are games whose outcome depends exclusively, or predominantly, on the player&#8217;s skill, knowledge, mental ability, or dexterity.
